Posted on Updated on

Twenty five teenage boys from Nepal, who were being taken to Sikkim by a gang of traffickers for forced labour, have been rescued by Indian police in Darjeeling, India.

“We had received information on a possible case of trafficking, and so the bus in which these boys were being taken was intercepted. In the raid, we found 25 boys from Nepal being taken to Gangtok by three traffickers,” Indian daily The Hindu said quoting Kunal Agarwal, the Superintendent of Police of Darjeeling district, as saying. They were rescued recently.

The boys did not know where they were being taken, the report said.

“The three persons accompanying them claim to run a placement agency, for which they had recruited them. All three of them are Bengalis. We are trying to find out the remaining persons who may have been involved in the operations,” Agarwal informed, adding, “We are working with the West Bengal police to see if we can find out the operatives of this gang in Sikkim,” said Jasbir Singh, the Director General of Police of Sikkim.

According to Singh, Sikkim police frequently come across cases of girls from the State being trafficked to different parts of the country. nepalnews.com

Ram Baran Yadav

KATHMANDU, MAY 29 – President Ram Baran Yadav has said that the current Cabinet led by Prime Minister Baburam Bhattarai will look after the day-to-day affairs of government until the formation of a new government.

The President added that the dissolution of the Constituent Assembly (CA) has “automatically” brought the prime minister’s CA membership to an end. Bhattarai was elected PM on August 29 last year.

In a press statement issued by the president’s office on Tuesday, the president has stated that the Cabinet under the leadership of then Constituent Assembly member Baburam Bhattarai will continue to take charge of the government until the formation of another Cabinet according to the Interim Constitution 2007, Article 38 (9).

According to Article 64 of the Interim Constitution, the CA is automatically dissolved after May 27 and according to the Article 83, the CA cannot function as a legislature-parliament, the statement added.

The president has thanked the ministers of the current Baburam Bhattarai-led for the duties executed by it.

President Yadav has urged the political parties to promote the culture of political censuses as per the spirit of the Interim Constitution.

The president hoped that the parties would embrace the path of peaceful and democratic process in order to find a way out of the political uncertainty in the aftermath of unexpected termination of Constituent Assembly.

However, the president’s office has not addressed the issues raised by Nepali Congress, CPN-UML, Rastirya Prajatantra Party and Madhesi Janadhikar Forum, among other parties. The parties had drawn the attention of President Yadav right after PM Bhattarai announced fresh elections to the Constituent Assembly, dubbing the latter’s move as “unconstitutional”.

Prime Minister Baburam Bhattarai on Sunday announced the formal disbandment of CA, which was elected in 2008 to write a constitution, and proposed November 22 as the date for anther CA elections.

Minister for Finance Barsha Man Pun on Saturday said he was confident that the new constitution would be promulgated by May 27 midnight, adding that the political party leaders were used to striking decisive deal late at night to give the country a way out of the impasse afflicting it.

Emerging from a meeting of the major political parties at the Constituent Assembly (CA) building on Saturday, Minister Pun, who is also standing committee member of the UCPN-Maoist, said there was huge possibility of parties forging consensus on disputed issues of constitution drafting, particularly on federalism, by Sunday midnight.

He also reminded that the amendment bill to shorten the process of promulgating the constitution has already been passed, which has increased chances of the country having its new constitution within the deadline.
